Op 30 september 2009 is door de Stad Gent, de Provincie Oost-Vlaanderen, de Universiteit Gent en het IBBT (Interdisciplinair Instituut voor Breedbandtechnologie) de CVBA met een sociaal oogmerk Waalse Krook opgericht. Die vennootschap zal optreden als bouwheer voor het nieuwbouwproject dat gepland is op de Waalse Krook site, naast Vooruit. Tegen midden 2010 wil de CVBA samen met de Vlaams Bouwmeester een architect selecteren die dat nieuwbouwproject zal ontwerpen en een visie zal ontwikkelen voor de hele site. Met de oprichting van de CVBA Waalse Krook is dan ook een belangrijke stap gezet in de realisatie van een nieuwe multimediale site in het hart van Gent.

On September 30 2009, the City of Ghent, Ghent University and the IBBT (Interdisciplinary Institute for Broadband Technology) established the CVBA (Cooperative Limited Liability Company) Waalse Krook. The company will act as the project manager for the building project on the site of the Waalse Krook adjacent to Vooruit. By mid-2010, the CVBA and the Flemish Government Architect will choose an architect to develop a vision for the site as well as design the building project itself. The establishment of the CVBA Waalse Krook is therefore a hugely important step in the development of a new multimedia site in the centre of Ghent.

De multimediale site zal uit drie grote onderdelen bestaan: de Bibliotheek van de toekomst, het Centrum voor Nieuwe Media en het nog op te richten Vlaams Instituut voor de bewaring en ontsluiting van het Audiovisueel Erfgoed. De vzw Waalse Krook, die het project tot op heden gecoördineerd heeft, kan zich verheugen over de bijzonder constructieve medewerking van alle betrokken partners. Sinds de vorige persontmoetingen op 13/05/2008 en op 05/11/2008 zijn een aantal cruciale nieuwe stappen genomen die het project definitief op de sporen zetten.

Zo tekenden de Stad Gent en het AG Stadsontwikkelingbedrijf Gent (AG SOB), de Provincie Oost-Vlaanderen, de Universiteit Gent en het Interdisciplinair Instituut voor Breedbandtechnologie (IBBT) op 3 september 2009 een overeenkomst waarin ze zich engageerden om de nieuwbouw voor de Bibliotheek van de toekomst en het Centrum voor nieuwe media daadwerkelijk te realiseren. De vorige Vlaams Regering, die geen partner was in deze overeenkomst, had eerder al, op 27 maart 2009, beslist een subsidie toe te kennen van 25 miljoen euro voor dit project. De contractpartners engageerden zich samen voor een bedrag van net geen 40 miljoen euro, waardoor het totale beschikbare budget nu 64.457.742 euro bedraagt.

De overeenkomst van 3 september 2009 voorzag ook dat de partners zich zouden verenigen in een aparte vennootschap die als bouwheer zou optreden voor de nieuwe Bibliotheek van de toekomst en het Centrum voor Nieuwe Media. De nieuwe CVBA, die vandaag opgericht wordt, neemt met onmiddellijke ingang de leiding van dit ambitieuze nieuwbouwproject op zich. Voorzitter van de Raad van Bestuur wordt de Gentse Schepen van Cultuur, Toerisme en Feesten Lieven Decaluwé.

De ontwikkeling van het voormalig Wintercircus is toevertrouwd aan het AG SOB. Onderzocht wordt welke organisaties hier mogelijk kunnen worden ondergebracht en welk exploitatiemodel hiervoor aangewezen is. Er bestaat een reële kans dat het Vlaams Instituut voor de archivering en ontsluiting van het Audiovisueel Erfgoed hier wordt gehuisvest. Aanvullende functies op het vlak van woongelegenheid, thematisch verwante retail, horeca en leisure kunnen in en rond het voormalig circus een plaats krijgen maar niet in die mate dat zij allesoverheersend zouden worden.

De Stad Gent heeft zich geëngageerd om de aanleg van het openbaar domein voor haar rekening te nemen.

De nieuwe Vlaams Regering heeft in het regeerakkoord 2009-2014 de subsidie van 25 miljoen euro bekrachtigd. Ze heeft in datzelfde regeerakkoord eveneens de oprichting op de Waalse Krook van het Vlaams Instituut voor de bewaring en ontsluiting van het Audiovisueel Erfgoed opgenomen.

Intussen wordt ook inhoudelijk verder gewerkt aan het Vlaams Instituut voor de bewaring en ontsluiting van het Audiovisueel Erfgoed. Met het oog op de oprichting van dit archiveringsinstituut werden onder leiding van het IBBT enkele belangrijke onderzoeksprojecten opgezet. Het BOM-Vl project (Bewaring en Ontsluiting van het Multimediaal erfgoed in Vlaanderen) werd begin 2008 opgestart onder impuls van het toenmalig kabinet Economie, Innovatie en Wetenschapsbeleid en is intussen afgerond. De vervolgprojecten “Vlaanderen in Beeld” en “Archipel” worden in de loop van 2010 afgerond. Op dat moment zullen de verschillende partners uit de media-, cultuur- en erfgoedwereld technisch klaar zijn om het archiveringsinstituut op te starten.

De Vlaams Bouwmeester heeft op vraag van de vzw Waalse Krook het project mee opgenomen in de Open Oproep 18. In bijlage vindt U een korte toelichting bij deze procedure en de huidige stand van zaken. Belangrijkste vaststelling is dat een selectiecommissie van de CVBA Waalse Krook, samen met de Vlaams Bouwmeester, op 21 oktober 2009 zal beslissen welke 5 ontwerpbureaus een ontwerpend onderzoek mogen indienen. Er wordt hen gevraagd een concept- en visievoorstel in te dienen voor de opmaak van een masterplan voor de hele site en voor de nieuwbouw. Uit deze 5 ontwerpbureaus zal medio 2010 een laureaat gekozen worden aan wie de opdracht wordt toevertrouwd.

Tenslotte heeft de Gemeenteraad van Gent op haar zitting van 28 april 2009 het voorlopig onteigeningsbesluit voor de projectzone goedgekeurd. Meteen daarna is het openbaar onderzoek gestart dat intussen ook is afgerond. Verwacht wordt dat de Gemeenteraad van Gent zich in november 2009 opnieuw over dit dossier zal buigen.

The multimedia site will consist of three large parts: de Bibliotheek van de toekomst (the Library of the Future), het Centrum voor Nieuwe Media (the Centre for New Media) and the as yet to be established Vlaams Instituut voor de bewaring en ontsluiting van het Audiovisueel Ergoed (the Flemish Institute for the Safeguarding and Making Available of Audiovisual Heritage). The Waalse Krook vzw, which coordinated the project up to now, is very pleased about the positive cooperation of all concerned parties. Since the press conferences on May 13 and November 11 2008, a number of crucial steps were taken for the actual launch of the project.

The City of Gent and the AG SOB (the Urban Development Agency) Ghent, the Province of East Flanders, Ghent University and the IBBT signed a contract on September 3 2009, stating that they will pursue the construction of the Library of the Future and the Centre for New Media. The previous Flemish Government, not a partner in this contract, had decided to grant a subsidy of 25 million euros on March 27 2009. The partners had contributed just under 40 million euros, bringing the total available budget to 64,457,742.

The contract of September 3 2009 also arranged to unite the partners in a separate company that would act as the project manager for the new Library of the Future and The Centre for New Media. The new CVBA, which was established today, is taking charge of this ambitious building project as of today. The Chairman of the Board of Directors is Lieven Decaluwé, the Ghent Alderman of Culture, Tourism and Feesten.

The development of the old ‘Wintercircus’ has been entrusted to the AG SOB. They will investigate which organisations could find a home here and which exploitation model would best fit this function. It is more than likely that the Flemish Institute for the Safeguarding and Making Available of Audiovisual Heritage will be established here. Other functions, such as housing, thematically related retail, restaurants and bars and leisure in and around the former circus will all be allocated a place, but they are secondary to the main function.

The City of Ghent has agreed to develop the public space.

The new Flemish Government has confirmed the € 25 million grant in the new coalition agreement. The establishment of the Waalse Krook and the Flemish Institute for the Safeguarding and Making Available of Audiovisual Heritage was also included in the coalition agreement.

In the meantime, the content of the Flemish Institute for the Safeguarding and Making Available of Audiovisual Heritage is being defined. With an eye to the establishment of this archive, a number of important research projects were started up under the supervision of the IBBT. The BOM-Vl project (Safeguarding and Making Available of Multimedia Heritage Flanders) was set up in 2008 with the support of the former Ministry of Economics, Innovation and Science and has since been completed. The follow-up projects, ‘Vlaanderen in Beeld’ (Flanders in Images) and ‘Archipel’ (Archipelago) will be completed in the course of 2010. At that moment, all partners in media, culture and heritage will dispose of the required technology to start up the archives.

At the request of the Waalse Krook, The Flemish Government Architect has included the project in the Open Call 18. In the attachment you will find more information about this procedure and the current state of affairs. On the 21st of October 2009, a selection committee will decide which 5 design bureaus may submit a proposed design. They will also be asked to submit a concept and vision for the design of the site’s master plan and the building project. The laureate will be announced in the course of 2010.

Finally, the Ghent City Council approved the provisional expropriation of the project zone. This was followed by a public enquiry that has since been completed. The Ghent Council is expected to discuss the project again in November 2009.
